"He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties"

The goal of this treaty for the incoming President, Barack Obama, is to maintain peace in the world. President Obama and the Russian President, Dmitry Medvedev sign a treaty to shrink their nation's supply of nuclear arsenals. The treaty commits their nations to decrease their nuclear arms by one third.

" Today is important milestone for nuclear security and nonproliferation, and for U.S.-Russia relations," President Obama said.
